Mousse is foamy and usually helps to create volume and give light hold. Gel is gel-y or liquidy and is used for stying hair or as a styling foundation, ex. helps hold curl in your hair after you blowdry it, the formula depends on the level of hold you will get. You put them both on wet hair. You apply hair spray after you are done with your style or workable hairspray as you are fixing your hair. Mousse doesn't give your hair a wet look but will make your hair crispy if you don't dry it after applying it to wet hair. Some gels will give you a wet look if you let your hair dry naturally, without blowdrying it.
